You should either try using the example .opt files from the guide or post what you used for .opt files and .bat in order for us to help you with connection errors.

So players from outside your residence are logging into your server with the same .bat posted but you, who are inside your residence using the same .bat can not connect to the authentication server.
Have you yourself tried using a .bat with the servers LAN address instead of routing outside your IP and then trying to connect to the server on the same IP that the server is on.

Yes, when I type in 127.0.0.1 .bat directs me to the server selection, then I get the error "cannot connect to server".
Make sure your ports are open for the auth, and game server in Windows advanced firewall.
If you get to server selection then you are getting through auth, but not the game server port. Maybe Windows firewall for the game server port is all you need to address.
