They modified that Lucky Time animation in patch 5500+ (size reduction) and moved the motion files in a new folder.
New files can be found in c3/effect/other/luckdiffuse if I recall.

In this case, it looks like you're trying to put a weapon image on a plane so just go to Create>Plane as you did, and draw a plane in the scene....
