There are several threads discussing about how to edit OPT Files
There is at least one thread explaining how to open and read the data.*** files of the client...
So the final point is: There is nothing to teach anymore the knowledge Raskim used for this tool is public. You only have to read through this section.
What this tool is doing:
1. Tab: Editing gameserver.opt.
How you can edit the opt files on your own is written down in this forum. A almost complete list of all .opt values for the opt file are in the 6.2 Server Files.
2. Tab: Dumping Client, Reading RDBs, Writing RDBs.
Glandu2 created lots of Threads discussing how to dump the Datafiles, read RDBs, write RDBs. There are OpenSource Tools from smoke which are able to read and write RDBs.
3. Tab: Editing Items in the Database.
Well there are hundreds of threads discussing how to insert, edit or remove items from the database.
So finally what is your problem. Raskim did the work to create a tool for lets say "lazy" people that to not want to spent the time to write a tool on their own.
But the baseknowledge for that tool is public and you can read about everything this tool can do in this section.
