I already wrote: URF is a Game-MUTATOR-Mode. That means, it can only played if it activated serverside.
I won't "hack" the Riot-Server (because I'm not able and it's illegal).
It COULD be possible to create a Custom Map (modify Summoner's Rift) that contains the URF-Script, but till now, I never tried it.

In lol beta if i remember right the cooldown cap was 100%

it will be fun to see it again ^^ if you could make a file or added it to custom map pls

yea, but Riot removed it. I won't enable that again^^

You are doing great work, I think you should look into the thing about custom game settings where people making custom games can set these things or even custom games with 0 cooldowns for friends etc I hardly think Riot would mind, but then again ITS RIOT :/

Ill try look at the files and see what I can do
