How do I know it's activated? Do I need to have it extracted already? ( I payed )

Your ID should be activated now. and the extraction part doesn't really matters but you should do it since the settings get saved into the same location as the .exe file is located at.

what do you mean by "with"? surely it's compatible with any dps meter which supports the 64 bit client.

At the topic you find a "Pay via PayPal" button just use it, and yes as soon as you paid it will run.
