The buffs are in StateResource and they are referenced in ItemEffectResource...

why rdb 7.3 envelopes were laid in the public, and 7.4 do not have? what happened? Why is no one spoke before do yourself, but as it comes to 7.4, once everything is changing. (sorry for my bad English, I think main idea is clear)

Because it wasn't leaked on official servers, people who have made patches for a pseudo 7.4 server haven't released those.

Why 7.4 will be not release? simply because in the past(during 7.3 i hope to the communty and all rappelz people )
but what happend to me? all my files are leeched, i'm ddosed because when i share all what i have and i ask one time help to people who call me "my friend" they say me **** you ...
Because when i share to one people this people give to everyone this file and cry MY STAFF WORKED HARD BUT WE HAVE 7.3 ....

For all of that 7.4 will be never release(database from rdb or gs or any other who have report with a full 7.4 working...)

Heyho, Since it's the 1st of April, I thought about releasing my Resource Editor. I think the most of you should know what it does, so I don't descripe it anymore further.
