I dont have "settings"folder in the engine.svc folder but i have something else like:
\www\soapbox\Engine.svc\serverSettings
and inside of it i have 2 files named:
Settings and THDate
Settings contains:
"# Rewards

I used a text editor to read whats inside.hope this helps a bit.
