You probably don't have enough IGC. Happened to me also. Just change your IGC in the server editor to something like 9999999 and hit SAVE.

Guys made their Сardealer only cash cars - bust removed completely. all versions of the car + a bit of traffic on the 159 models and 400+ styles for version 1.6 Authors: Elevator, Skontch, Bambie

You can customize them but in freeroam they turn back to normal, at least that's what is happening to me :P

Sure. You have to copy:
- availableatlevel.xml file to www\nfsw\Engine.svc\events
- content of launchevent archive to www\nfsw\Engine.svc\matchmaking\launchevent

You're right. Vinyls can't be seen in freeroam, but some wheels, neons and paintjobs are kept outside the safehouse. Still funny for me
