Man, I'm 100% in your project, and I've been intersted into modifying LoL since long (being a Minecraft kind of modder before, I don't have much experience with retro-engineering, but I have the appropriate motivation and basics to start learning and be effective).
I already know some modifications.
I can also recommend contacting Yurixy (Google is your friend), because he made a lot of custom map skins, including for 3v3, and with changes as big as the New Summoner Rift Mod (complete remodel and texture). So he could help making a skin of the map…
But making it selectable in Custom is another story (edit mod_man.dat and this kind of stuff). Also you can contact people at Leaguecraft.com for help in designing, some people are really stunning (look "Sona DJ", which is a skin I consider looking professional enough to be sold by Riot, but is fan-made).
