I'm on a laptop and can do that with 18 vms (I can watch movies , browse , play lol on minimum settings on 1080p on host OS while bots do their thing), my specs are

i7 4600hq , 16 gb ram ddr3 , ssd and gtx 780m (geforce).

I think a i7 3770k and 16-24gb ram (with ssd and a decent gfx card) could pull off 24 vms + host os
