Supposing that pro4never is right and the majority of CO speaks English, I find it really odd that you only post a German app stating that "most the people who look here are german", however you complain about not getting decent evaluations ("And thank you for some good commentary in this thread finally"). Do you assume members that do not take an active part in CO to be able to assess your qualification as profoundly as objectively? If so, you are being mistaken.
In addition to that, considering your English posts I've read so far, I fear that your fluency is not very promising. Moderating a mainly English section, it'd be essential to speak English almost as good as a native speaker.
