The merchant (Battlestate over Xsolla) has the chance to prove and provide evidance of usage etc. In my experience they always side with the buyer as its simple. Buy product = get access. Access removed = get refund.
Imagine if you bought a second hand pc and get insta banned because the PC was hwid banned and you are left alone with your purchase. Time to suck dick cuz its "fraud" or what? LMAO

You should use this common sense of yours before posting a guide how to get your money back once you got blocked / banned on a game cheating website.

When you actually buy a pc that is HWID banned and make a dispute for a refund you aren't committing a fraud? But when you are cheating in their game and going against their ToS and making that refund request yes you are committing a fraud.
You should read epvp rules again aswell :
