Hmm, you're probably right. There are 24 weapon codes for skills, and the highest number I've seen in that column is 24.
Still, it's pretty odd. In the 2Moons OB files, you rarely see the same animations showing up under different style codes (which makes sense), but it's the complete opposite if you look at Global or Dekaron KR -- almost every style code has every skill animation.
That's what threw me off. Thanks though, this makes my job a lot easier now.
