Has a 3 days that you changed my ip, what do you need now?
All of your DNS zones will be reset, your DNS will propagate worldwide again and then everything should start working just fine, however, there could be a downtime of 12-24 hours.
And I was suprised that the server change did just take 15 minutes.

Well SM has a few skills without cast time which benefit a lot from NoAnimation but the cast skills don't benefit to much from it since only the animation after the cast gets cut

No, just 2 one-handed weapon can't get a delay no matter how much animation you cut.
Cannon would need enhanced animation, you could run a script which auto adjust your animation value depending on which weapon you wear.
