Yes and its terrible. Little spams holy light when the tank loses 1% hp and when I changed the setting for holy light to only spam after 25% it kept doing it. The person who is making the profiles either made a HUGE mistake or doesnt know what he is doing.

I have to disagree on it being terrible; with the right settings it's pretty good for what it is.
However, having said that, I'll concede to you the point about the rotation-dev for the Holy Paladin having done an absolute horrible job with it in general. No auto-dispell function, no auto-interrupt / auto-CC on enemy target cast, no DPS-rotation built into the healing rotation despite there being a "DPS-only" toggle, etc.
Like what? I need to manually dispell on a healing rotation build in PvE? What the fuck do i need a bot for, if all it can do is spam Holy Light for me? Bro, i need the bot to auto-dispell shit that my eyes failed to see, to DPS for me during a burst phase, to interrupt enemy casts... etc.
When asked about whether he intends to implement an auto-dispell, he says he plans to do it for his PvP-rota which he plans to charge $20 for (so he only bothers to implement decent features on rotation he's going to get paid for). Nice. Have to spend MORE money to get an auto-dispell function on a healing rotation after having spent $25 for it. One of the most basic, expected features. There's even an auto-dispell feature on the Ret Paladin rotation (different dev), but not the holy one??
Same answer when asked about auto-interrupt / auto-CC function being added. PvP + Paid only.
When asked about the DPS-only toggle, i told the rotation-dev it only casts Judgement of Light, that's it, literally nothing else; no consecration, no hammer of wrath, no exorcism, etc - maybe i'm doing something wrong?
His response; "That's all the DPS rotation does".
HUH?
Also, when asked about further in-depth specifics of the rotation, priority, and asking for a recommended settings profile for a Holy Light build, etc - he replied saying "I don't play WotLK so i can't really give any profile or setting recommendation".
HUH?
How is the guy making the holy paladin rotation for WotLK NOT EVEN PLAYING WOTLK???? Well, now it all makes sense. Of course the rotation is set to spam Holy Light / Flash of Light when your team lose just 1% HP, this dude is a retail-only player where mana isn't even a resource that you have to monitor anymore. This guy just copy-pasted his retail rotation to WotLK.
Thankfully though, you can adjust those settings with your own experience, and get it to heal fairly decently for you with an auto-target feature, but a very poorly implemented target-priority feature, sometimes healing a Warlock who doesn't want to be healed over your TANK.
Talking of which, this rotation needs to add the option to exclude Warlocks from your healing rotation, or you'll be out of mana before the encounter even begins.
Overall though, with regards to the holy paladin healing rotation, it feels like I'm paying $25 a month to have a guy who doesn't even play WotLK make a rotation for a class within an expansion that he doesn't play. Like I've paid for a trial basically. I get to "trial" the product, and if i like it, i have to fork out another $20 on-top to pay for the full rotation with all features unlocked whenever he releases his PvP rotation.
The top dog at HyperElk shouldn't let this fly. It brings down the quality of their product and, evidently, turns away customers. I truly don't believe the top guy over at HyperElk knows this is happening, and how trash the holy pala rotation is - with the intent to sell you a more "full" product with the release of their paid PvP rotation - or he would have got someone else on it. I know they uphold quality and have standards there, so i think it's just a case of needing to inform whomever the main guy is at HE.
Having said all that;
Playmates rotations though, especially the DK, are absolutely amazing. So with that knowledge; HyperElk is clearly amazing, the product/software is an easy 10/10 when the right rotation dev has been assigned to the right rotation. Platmate and DK are the clearest example of that. Wish Playmate had been assigned paladin honestly, cause Ryu - or whatever the name of the guy doing the holy paladin rotations name is - has royaly shat the bed. Terrible terrible job. Feature-barren, poorly designed "rotation".
Still heals though.

I've been using the rotation for a few days at 80 and it does get better compared to if you're using it while leveling.
A big portion of your post is about PVP functionality not being implemented which makes sense considering it's a PVE rotation. Traditionally Elk has only provided PVE rotations with the cost of your subscription, PVP rotations are paid. So the auto-CC or interrupt that you're missing isn't needed. If you do need it in PVE you can make a cast macro and the bot will queue the spell in.
With the right settings your bot shouldn't spam cast Holy Light. Running heroics mine is able to maintain beacons, sacred shield, doesn't heal the tank if they are above a threshold to let beacons healing take care of the tank, and it will use flash of light to top off the party. It's probably your settings more so than the rotation logic itself.
Speaking of your settings, you mentioned the rotation doesn't dispel which is false. There is a Dispel toggle on the in game UI, but you also need to configure it in the rotation settings. I've had no issues with dispelling being handled by the rotation.
And to address your DPS ability issues, right now there isn't anything other than Judgement and this is correct. Holy Paladin doesn't have much in terms of gear/stats in Phase 1 so most of your effort will go into healing, as DPS is a big mana waste for you. But if you really want to DPS, you can use cast macro's to do it.

Most of what you say sounds a little like nonsense since I know RYU, if you had something you needed to be added that is related to PVE he would add it. Secondly, I honestly think they waste time on doing anything for any of those crap classic expansions that die out after a couple of months. I would love to see some screenshots of him saying what he said to you and all the context because I fail to believe he basically told you to kick rocks.
