If possible can you also link a good PVE rotation ? I look for +95 parses and safe to use

The longest-running safe PVE rotation I have ever seen is GGLoader. They even just had a massive update today, and they're also actively working on Autobinding.
Another option is Riceroations (google it) 2pc option.
Im not 100% sure if either will get you 95's, but I have seen and heard of users getting those types of parses with melee champs and healers.
My other question is how good this rotations compared to hekili or hero rotation. Are they miles ahead ? Are they fully automated or just recommandations like hekili ?
How does they handle cooldown menagement for pack to pack or boos with add phase time to time ? Are they keeping cd's intentionally to be able to cleave the adds etc

depends on the developer doing the rotations.
but to get 95+ parses, as you want, you will need to manual some stuff. You cant expect high end parses with it being full auto, that's just not how it works.

While Hekili is okay to use, it just lacks features you would obviously find with bots that have coded logic.
Keep in mind that Hekili is basically just a Simc output in an icon form. It is not exactly comparable to custom rotations designed for different scenarios.

I tried Rice and it seems they really don't be that different from hekili or herorot rotation wise. And i think i would choosee my own pixel bot that i use for hekili or hero rotation. Much much safer. And even if they improve little bit i think risk doesn't cover the payout

I'm a returning player to wow, I haven't played since the beginning of dragon flight. I noticed the HE discord is gone. I looked around on epvp a bit and noticed they had a ban wave aswell. I've only used HE before so I am not too familiar with any other RBs. Could some one suggest me some good Rotation bots.

Yeah, a lot has changed since early Dragonflight. The HE Discord went ghost (RIP), and yeah — there was a banwave that made a few folks rethink their life choices 😅
If you were only using HE, then yeah… you’ve barely scratched the surface.
👉 What to look into now:
Spiken – Clean, fast updates, decent PvE coverage.
GGL – Bit pricier, but strong support and smoother in PvP.
There are some private projects flying under the radar too, but you’ll need to know a guy who knows a guy — not usually listed on epvp.
⚠️ Just know: public bots = higher risk. If you're going back in, do it smart. Proper spoofing, sandboxing or even external input methods (👋 Arduino/Pi gang) go a long way in keeping you off the chopping block.
