First of all: In case this suggestion would be considered as "we'll do that", I wouldn't be the one who decides exact criteria on who is worthy to be a Level 2 or Level 3 member. Previous feedback has shown that most people would like to keep the ranks' exclusiveness which would mean that a user would have to put a lot of effort into obtaining any of them—and those who do that likely end up (or are already) in higher positions.
If you would find someone who puts a lot of effort into epvp without the interest in joining the team / becoming Moderator or GMod, and who made some awesome contributions, he would technically still fit in my examples.
To give a more vivid example, I'll use LeKoArts once more despite the claims that he would be a bad example. Just imagine he wouldn't have been a Moderator back then but still determinative of the creation of our social media team. The job he did there was outstandingly awesome; I would give him "my version" of Level 2 for that anytime.

What is your definition of a honor rank?

There are several ways to contribute, and being a staff member is one of them. In all honesty, being a team member can make this much easier but none of the current Global Mods

would meet the criteria for my maybe not quite perfect examples.
Anyway, your questions are mostly directed towards the criteria for being added to Level 2 or Level 3 which is quite a difficult task I would say. I'm still at the point of figuring out whether users are generally interested in a change to these ranks or would like to keep everything as it is. So, some feedback in that regard would be nice.
