I'm talking about the pvp capes that go to job slot. It says they hide your avatar and provide 3 int/str. Does GDF have 3 str/int too? It doesn't say that.

Yes the GDF provides 3 Str and 3 Int too. The Blues will apply right after the next teleport after the purchase.
