I understand your concern. Those pluses noticed are stored in a table from which a clientless bot reads and send them as "notices". The timestamps you see is when the bot made the notice and not when they actually took place.
We have been having problems with our clientless bot that carries out those notices, banning, events and some other tasks related to logging. If you have been online earlier, you must have noticed how it was sending out those "test" notices. However, why you see the same exact timestamp there is that, the bot was offline and once online again, it reads from the table all the tasks it has to carry out and obviously, it's a clientless bot reading i.e., in this case, notices. Which the bot can carry out all of them in the same second.
