You didn't set up your FTP server or didn't do it correctly.
1. Download and install FileZilla Server. (If I remember correctly, you can just keep the default options during install.)
2. Once it's installed open FileZilla and click the Users icon. A new window appears, where you can add a new user (right side). Choose a username (e.g.: FTP).
3. Set your user password (e.g.: 123).
4. Go to Shared Folders (left side) and add a new home directory. (e.g.: C:\SRO_Server)
5. Check all the little checkboxes (Files > Read/Write/Delete/Append & Directories > Create/Delete/List/+ Subdirs).
6. Create a new folder inside of your home directory (e.g.: C:\SRO_Server\Emblems).
7. Extract type.txt from your media.pk2 and add these lines at the bottom:
MarkFTPAddr = "YourUsername:YourPassword@YourIP"
MarkFTPPath = "YourEmblemsFolder"
Change all the italic parts above with your info. For our example it would be:
MarkFTPAddr = "FTP:[email protected]"
MarkFTPPath = "Emblems"
8. Import your edited type.txt back into your media.pk2.
9. Search your server.cfg for CREST_FTP_URL and edit the part behind it like:
CREST_FTP_URL "ftp://YourEmblemsFolder:YourPassword@YourIP/"
Again, edit all the italic parts above with your info. For our example it would be:
CREST_FTP_URL "ftp://Emblems:[email protected]/"
