Yes, that is just a simple localization issue. You might still have the Vietnamese language activated.
There are just other real issues, if you did a clean windows 10 install. For example, the lack of directX 9.0c support causes map and objects do glitch. They do disappear in a specific angle of your camera position, but quite good "wallhacking", since you can see everything which would normally hide behind walls, rocks, etc.
Reinstalling (sort of) the directX 9 library won't seem to fix it.
Another issue is the weird English localization of Windows cooperating with Silkroad's console trigger. Sometimes it requires 3 different key combinations to open the console window as a GM, sometimes the usual 2 keys, and rarely it won't open at all.
