Stop looking at the manual, 34B6 is never sent at spawn, you are clearly dumbfuck who does not know ****. To confirm spawn PROPERLY, the client must send two distinct packets which are 0x3012 and 0x750E. If you base your code on anything rather than those then you are a complete dumbfuck who does not know ****.

some one told me to specified that person with the socket and send it with security but here is my prob, i don't know how to specify him with that socket

another idea is to send pm(0x7025) to that player which i can type his name on it and then send my packet, it works almost but it does send an empty pm to him though i did continue to the S>-C packet(0x3026) which is kinda buggy to me
So, any more bright ideas ?

I guess you are dyslexic because you can't read what I've said. I said that 34B6 is not sent at SPAWN do you know what is "SPAWN" ? Once you spawn ingame for the first time, you will never get 34B6, However you need this in order to teleport so I dunno dafuq you are still talking about when you cant even distinguish between two distinct things.
