At the time esro had 10k~ish players online daily they had a pay2play server with 200 playerso online daily, i think this answers ur questions about it being a good idea.

Some players just want to have fun with other players. Just like me and 2 friends we want to revive a server like perfection sro to pvp other players and have fun with them

Ok, so you'd pay more than $200 for at least a good dedicated server + cheap protection, waste your time creating your database and your thread, advertising it, and only for fun? Maybe for fun for players emselves but not for the server owner.. I do say it for myself, creating server is for money purposes only just like the whole world is. Tell me why  was made? entertaining? absolutely no.. They do create the anime to be loved by kids and then they can sell the product.. so they ensure the high sell rate.. fyll fun!

On topic :
My opinion is that will not work unless you have 3 servers with 3k players online on each.
