Which MSQL To use for vsro server to dedicated

and about my pc how peoples can join with free lag

They can't you have only 3gb ram which is not enough to run the vsro server files.
Even if you keep only one region open you would still have massive lagg.

So to get started I would recommend you to get at least an extra 3gb ram to run the server properly with SOME regions open not even all.

Or you could take a look at the swsro server files those require less ram.

I wouldn't bother mate, i've got 4gb RAM in my computer and it uses pritty much all of it. Also it trys to use alot of page files memory too so it just bogs down your computer and throttles it. Then again i had all town areas open except Alexandria.
But still you'll need 4gb minimum and to strip down everything to run without lagg. If you could stick in another couple of GB then youll be ok.

Also you can use MSQL 2005 or 2008 take your pic allthough most people prefer 2005 for some reason, i guess then find it easier to use.
