Error C9 trying everything... Who knows the solution?

I have the problem of the C9... because not know

I opened all the ports in the same pc and the router

check ur router Pic #1 i think u open ports with UDP & and some with TCP
u must open all in TCP then maybe re-open them in UDP

i how to connect to my server ? i have vsro server..but swsro not work pk2 edit or idk :-\ evey time say memory eerror.. :-\
