I am sorry but if you are looking for anything quite close to professional, you cannot expect to have it handled for free. There are some websites released and some scripts here on the forum but I wouldn't recommend really using them as it's not secure.
If you are not a website developer, it's better to pay one for a good project. The website is a kind of (at least) 50% of the success of the server.
It's nice and all that you want to provide 'fun to play' server but have in mind Shaiya servers are mostly money holes
