You can add checking to chatlog insert procedure, and kick the spammer by Sql PSM Manager

You will need this

for kick the player in game.

If you want a better script, you will need a cheat engine that control the spam time between each chat.

If you want to use

, you can edit the procedure (as JujiPoli and hronolight suggested), or create a simple Trigger in ChatLog, like this one. I have not tested it, but it should work.
