Link fail even after changing the %

So I changed the lapis linking percentages to %50 in sh studio then ran the sql in management then imported it with the data file tool but I'm still failing to manually link , I can Link through the database but that's not the point , I want to be able to link in game .

First I had the LV6's at 46% and the LV 7's at 30% Then changed to 50 to see if it made a difference which it didn't ..
Here's some SS's , Using PLH's btw .
My theory's are maybe I need to edit PS_GameDefs.dbo.Items ?
The %'s are *** backwards .
Or maybe It's exceeded the max link % ? , I might sound stupid but I'm still learning and I'm not too familiar with this .

You need change "effect" in sh to 69 for perfect link hammer

I sorted out the effect and variant they were both off . Found that the effect was 36 .
