What are the type id #'s for the new lvl 8 lapis's?
do all pservers make their own? or are the lvl 8 lapis's universal?

You can simply open the Item.SData in to get the ID's..

Item ID 30127 is Wise Lapis Lv8 and 30128 is Shrewd Lapis Lv8. I attached the latest Item.SData so you can check it out yourself.
