Skill Cooldown on V19 taskbar

The Title State my problem,
How can I fix the cooldown on my tasbar? everytime I use skills there is no Cooldown but if I use Items there is a Cooldown, so probably i have a problem with the Skills...

thanks! There is no problem with the Propitem/Spec_Item. I think somewhere on the source but cant figure it out where. Because all the Weapons that has a effect there will be a "Negative" awake also...
