Bypassing High Risk Account Ban

I recently have ended my current cheating phase. I want to play legit again. I am not new to cheating by any means. After my most recent game ban I took the following steps, as I have many times before.

Spoof HWID using Sync.top perm spoofer, wiping pc and reinstalling windows, running in Raid0
Fresh steam account
Fresh TorGuard Residential IP address.

I did not link my discord or friends to any previous banned account.

I was unable to play on most modded servers due to "High Risk Account"

I just am trying to understand if this flag is due to the account being lvl 0 with only rust (basically a throwaway account), or if servers were able to link me to my previous game bans.

These bans are automatic. When making a ticket in one of the bans discords just to see, they were able to see that I had pervious game bans. I understand that this is most likely because I linked my discord which was also previously associated with the game banned alts.

I bought a leveled account and was still banned from these servers, as I used the same ip that I used when I received the "High Risk" bans on the fresh accounts.

My question is this. What precautions do I need to take to completely bypass this "High Risk" ban as well as alt detection from rust servers.

More Specifically,
When switching ips with TorGuard, is it okay to use a different ip as before from the same ip range, or do I need to have a completely different range?

For Rust accounts to not be labeled as "High Risk," what qualities do they need to have?
Real vs Fake Hours? Steam Level? Steam Region?

I am just looking for the most specific things I can do to start fresh and avoid all bans. I currently buy accounts from g2g.

Thank you for any help

Change your IP address and get a real-time account with over 500+ to avoid this issue.

Most modified servers immediately ban new accounts and ask if you have had any accounts before when you open a ticket, and tell you to open another ticket when you reach 350 hours.

does ip range matter? Or can i just get a new ip in the same ip range

Also, if i need 500 hours to not get auto banned, what stops new players from getting auto banned at 0 hours. I am looking to start completely fresh on steam and just start buying games on my new account. I have a steam account that is several years old, never been cheated on. I bought it on g2g for the 22 years of service badge. Do you think that will work? or does it need to be an account with several games, high steam level, etc

I don't know much about other servers, but survivors.gg bans new Rust accounts.

Rusty moose "high risk account" is not the same as warbandit or other branches.

Most modded servers check ?xml=1

Example url (user found in a steam group)

this shows <isLimitedAccount>0</isLimitedAccount>

1 means that you got gifted and never made a steam store purchase, aka most of G2G accounts.

I doubt they will ban ip range, but they can check something called ASN

but I dont think they automate that, its something that the admins might run manually.

They ban ASNs that are hosting or VPN related (non ISP basically)

For manual checks they usually look at the SWIP so who owns/leases the range, as sometimes an ISP may have hosting and residential connections under the same ASN but the SWIP sometimes differ.

even if you change your dynamic IP, there is a high chance your geo-location stays the same, I had a post explaining this a long while ago. Its most likely something that admins look for, or a automatic trigger after multiple accounts are banned in the same geolocation.
