How do I change IP?

I have recently gone into my network setting and turned my ipv4 into manual. I then changed my IP address and when I type ipconfig into command prompt it is changed, however, when I check my IP online it is my old one. Why is this one not changing and how can I change it. I am ban evading in RUST.

use a vpn or if u have a dynamic ip

If you ISP doesnt force a static IP you can just unplug your modem and the ISP should provide you with a new IP. If not you can ask them to give you a new one, but most of the times they say **** off.

If that fails, you will need a VPN with a residential IP.
