I've tossed around the idea of doing one based on the Current Aion base (most of the underlying server code for that hasn't changed in years). There's a lot of stuff that would be needed:
BIN->XSD/XML translation (not hard if you have the bin record formats)
XSD/XML -> Bin compiling for distribution to the clients
Packet->XML transcoding -> sniffing with crypting support
Full translate of the Aion EMU java code to C# (optional - not absolutely needed but may be easier for some to cope with)
Control panel for emu variable management (i.e. rates, event times/dates/etc) - these can be dynamic with an emu.
world (map) translation to XSD/XML
Move Rohan remote procs to MySQL (optional but a nice to have - can still make emu work with MSSQL).
None of that is trivial and would take on the order of man-years worth of work with a team of no less than 6 people who know their ****. And it would be released as opensource.
