Hello.

how can i creat new Wing's , and what's the Tool's that i need, Thank's

dump client to get .dds use photoshop and also download DDS plugin for photoshop and then you should know what to do. this is only for coloring.
if you want to add feathers \ increase size \ whatever you will need to use blender too for bones and measuring the x y so that the wing is in the right position.

i Tested the DDS Plugin for PS but doesn't work with PS 2017 CC

You can also use GIMP (with plugin) + paint.NET instead of Photoshop.
Not the same quality of editing, but at least you're able to edit it
