The roads are just texture + mesh.
No collision shape/mesh flags/whatever collision detection system they use.
Aka it can't be driven on for now.
If they had the collision data in the official builds I would've taken screenshots by now already.
To fix that, you need to analyze/hack whatever file is responsible for the world with a hex editor. (and gleam useful data from it)
Then write a proper set of tools in C/Python/Java/Dephi/etc to edit the files/simplify the process. (aka recreate whatever dev tools are lost)
I know where the world mesh are stored in HP2, through viv-edit -> oedit, but not in newer EAGL games, so I can't help you there.
Add-on: If you're willing to drive there with the old setup. (which the map file/mini-map still traces) older NFSW builds had the drivable roads before those splines changed drastically to include those [s]pleasant unfinished surprises[/s], but you'll need to adapt the offline server files to run those clients. (which I still haven't got around to solving yet)
