Alright, I solved the server starting issue, but now I get an "Out of memory" issue when I try to start the game.
I had to use an older version because the newest version linked in the main post wouldn't work for me, it endlessly will say "starting server" in the editor.
Currently using the 1.6 beta version, as soon as I hit start, it gives an "Out of memory" error.
run the .cmd file then copy the xml file to "www\nfsw\Engine.svc\events"
i did it but i still have the same problem (server tool has stopped working)
you didn't say anything about ''attributes.bin''. what to do with it? [sry for bad English]

Hi, this may not be what is causing your problem with the new version, but check your environment variables! I had the correct Java version installed, but it wasn't in my path! I added the Java path for its bin directory and resolved the "starting server" issue.
Pursuits
In the Server Folder.
Goto /www/nfsw/Engine.svc/event and open the 2 xml files.
Not the "events" folder, the "event" one.
Open each of the two files in notepad....(right click, open with notepad)
Find and replace
<PersonaId>22418201</PersonaId with
<PersonaId>RELAYPERSONA</PersonaId> and save the files.

I am running windows XP and found the Java version in directory "C:\Program Files\Java\jre1.8.0_45\bin".
From the Start button, click on My Computer. Then under System Tasks, click on View system information. You should then click the Advanced tab and click Environment Variables button. Under System variables, scroll down to Path, highlight it and click Edit button. Add the Java path to the end of the Path variable value, separating the path using a semi-colon. Click Ok to save.

Ah, I feel like an idiot. The .jar executable in the server editor file was being blocked by a firewall.
I have improved the performance to 14 vehicles more. This new modd include all cars in pack1.

as c856098 says, the current NOS settings (cosmic NOS),makes some cars "a little bit" uncontrollable. I have found a solution but unfortunately, I will take some time to fix it. A temporal solution is just putting 1 super nos-shot or none, while I fix this problem.

I found this when I was monitoring why I got error13 while doing vinyl jobs. I know it's partly BECAUSE I HAVE ONE OF THE SUCKIEST VID CARD EVER (It may also be the only reason too), but was checking the cmd windows like this and that caught my eye. Jabber is a messenging system, right? Was World using jabber or it's a feature you're gonna come with soon?!?!

Ich würde gerne mit einem Kumpel auf einer gemeinsamen Karte spielen. Er spielt schon länger und hat eine richtige coole Welt erwicht.
Nun ist meine Frage ob ich dessen save-files irgendwo zu meinem Server adden kann, damit direkt diese Welt und nicht irgendeine geladen wird.
Benutze die ganz normale Minecraft-Server.exe , die man auf Minecraft.net downloaden kann.
