Probleme with pet system

I have a problem about the pet system.
Is it possible to have a dif which allows me to invoke the horse lvl30 like the horse lvl21?
Because when I invoke the horse lvl30 I think that it considers that this is a pet so it doesn't work.

I have the same problem, but couldn't fix it. So I made the horse max level 21.
