Problem mit channel 99

hay leute ich habe ein problem mit meinem server undzwar geht immer ch99 aus
und in der syserr steht nur das:

Hab ich auch haben aber mehrere Server.Am besten du baust dir nen Corerestarter und lässt ihn über Screen laufen

Hey Leute!... Habe mit meinem 1. Acc das problem das ich in keinen einzigen Channel reinkomme! Ich kann nichtmal selbst einen aufmachen!.... Wenn ich probiere in einen Channel zu joinen egal ob über den chat /j xyz oder der option rechts über die channel auswahl...es kommt jedesmal etwas davon das der Channel ristricted sei oder so ähnlich! Kennt jemand das Problem und weiß Vielleicht was dabei zutun ist?... Habe mir vorhin mal einen 2. Account erstellt bei dem ich das selbe problem...
