Ask someone trusted, and get his PayPal email and ask him to pay whoever you wanted to pay, I'm not sure why it happens, but theres no fix I've came across.
there is only 1 fix , you can only donate the money to another paypal, this happins if u have more than 1 paypal acc and it's not veirified , you can only donate to a buisness paypal or to some game
Just ask some member like nch with a paypal that takes only donations and ask him to transfer it to whoever u want after u donate

My problem is that i was limited 1 year ago and now i can withdraw the money from my paypal, but only with a credit card from a country where paypal is. I'm from Moldova and we dont have paypal here, so if someone wants i can give my paypal account + email with 80 euro on it so you withdraw them for you for 40 euro on my other paypal acc or 40 euro psc.
With this account you can only withdraw the money, u cant send/buy with the money, only...

ich habe mein Notebook bei E-Bay verkauft, für 200€.
Er hat das Geld inkl. Versandkosten (7,99€) per Paypal gesendet.
Er hat auch wirklich das Geld überwiesen.
Paypal zockt mir 40€ Gebühren ab.
Obwohl es eig. nur 4€ sind.
Hattet ihr auch so ein Problem?
