I tried the hard way but now it seems it doesn't matter what age you are 18 or 19, you must do that mobile phone thingy.

There are two options available how to validate your nexon account:
1)using phone (already mentioned by others)
2)validate through SignGATE (for additional info google it)

Still I have poor understanding about SignGATE. It would be great if someone with a bit more knowledge in korean language could look in to it.
