bro its just the level Requirements not the evolution Requirments like totems and others Just the Level you dont have to max the LEVEL of your hero to evolve it

in evolution you only need is material no need to max the level to do the evolution and thats it

Then you should specify that because "Requirements" means anything that is needed. That would mean the items and levels. I got the point you just didn't make it clear.
