The gamepad option is kinda ****** up within the code itself, your best bet would be to use a third party tool and make the game think you're using a keyboard instead.
Besides, even if somehow you can get the settings to work, you must be aware that the game doesn't have "special" menus to interact with the NPC, this means that you can pretty much only use it as a way to play and nothing else unlike recent games.
