No it's not, it wasn't in Division 1, it usually isn't in any Ubisoft games. Companies have long since given up on banning first time abusers, because statistics show that if you ban someone permanently they either quit or get another account and keep hacking. While if you give someone a 14 day / 1 month ban they're much less likely to continue hacking because they want to keep their account.

And while the usual logic is that "Yeah but people buying a new account pays for itself so they wanna ban as many as possible." that isn't actually the case. People getting banned permanently means they're less likely to continue spending money on items in your ingame stores, and they're also likely to take up a lot of time for a lot of people in customer service with their attempts to request proof and asking to get unbanned.

So a 14 day cheat ban in Division 2 is exactly what you expect from an uPlay game. It's what you get for cheating in Division 1, it's what you get for first time abuse in Rainbow Six Siege, it's what you get in the Ghost Recon games.

this is not 100% true tho. at least from my experience, in R6 accounts below lvl 50 and without any purchases were always getting banned permanently on first offense whereas accounts that were well beyond lvl 100 and had several purchases always received a 14 day ban. dunno how these bans work in other ubi games.
