Insanely Noob winhex question

Ok - I've tried google and the search button but never came across a clear answer, so don't smite me for asking this.

All I want to know is, inside the pack.d04 when you are editing the file to vac, the tut says to change the values of numbers like 1000 and make them 100, and numbers 2 and make then 20.

Well - I am unable to delete one of the zeros, or add another 0 to the 2 in without overwriting the next character in the code. How do I do it so where I don't mess anything up?

Hmm - So, how would I take a value of lets say, 1000, and make it, 100?
