Assuming the data you modified client-side had been processed as true server-side and is genuine, i must say this should be kept private for obvious reasons. However, this is you're decision. Personally i would not mind tinkering with it.

Someone awhile ago posted something similar, and was found to be just client-side. I still believe it's only client-side, as this would be purely insecure data checking within the game code. However i'm not denouncing you're find.

I personally would not post the "How to" details, but just the file/files that where modified, and leave it up to people to figure it out.

Yea if you are gonna release to public release a file that way your not doing what other people making the tutorials are doing which is telling acclaim exactly what you did and will lead to them fixing faster if you post a file acclaim will be like hmm i wonder what they edited and it will take them longer to fix becuase they would have to figure out what was changed first.

send it to a mod, and release it UG. else it will be fixed

tw. seems to be client-editing.. won't take any effect on the server

it's only visual without any effect.. try it!

If i was a leecher i would of asked or begged for the information, obviously that's not the case, since i was offered to test.
