showing +X's?

Sry if this has been asked before, i couldnt find anything on the subject >.<

Is it possible to edit a file somewhere to show drops on the ground like +1, +2, +3, etc as you can to make it show Supers , elites, etc?

Nope this is impossible, when you pick up the item the item is automaticly determined if its a +1 or regular.I wish we could tell if it was a +1, you would never have to dump or even pick up items again. :P

if its randomly generated tho.... couldnt u find the packets that generate it? and resend them for a +1...?

can't be done coz server generates the +1 as soon as u pick it not b4

Yes, when an item drops on the ground, the info available on that item is only 4 byte cardinal which CO client uses to read from itemtype.dat file. So the info we can see on the ground is only the one in that file (the best thing is quality).
Socket number, blessed, enchanted hp and +X is only sent when the item is added to your inventory.
