So I started testing with database read times, and I noticed two things. The first was that Ini seemed* to be the fastest. The second thing that I noticed lead me to a conclusion:
I believe that Ms Sql is a more stable database tool than Ini. Ini uses explorer.exe which can dramatically slow down when the server is full. Also, I noticed that as the executions for Ms Sql get closer to each other, it starts dramatically improving in execution times.
Here's some research that I did. It's not very detailed, and I haven't tested with stored procedures, but I have concluded that Ms Sql is the best choice (in my opinion).
