I have no idea what most of the values are. I know there's weapon type, skill Id, range, icon, etc.. but I have no idea how it's structured

Most of those fields are still valid, but TQ added a few new fields in recent patches for things like AzureShield. All of the names come from the leaked EO client and server source.
