Because it is hard work to make it working, you can read the Guides out there and learn yourself Coding and make yourself an good Server.

Probably because the thread wasn't reported.
A moderator doesn't open every single thread to check if its in the right section or not. Members should report threads so moderators will get a notice about it.
Don't blame the moderators, you sure aren't helping by not reporting it.
