Map glitch in 5165?

I was wondering if you guys noticed that in the 5165 source people that shouldn't be in the map are in the map? So like if I'm in jail, some guy would randomly pop up on the screen but he's really in tc. Can anyone point me to the right direction as to where to look? I was checking DMaps.cs but didn't see anything that stood out.
